The Technical-Scientific Council (Section III, Articles 15, 16, 17, and 18 of the ESTBarreiro/IPS Bylaws) is the scientific governing body of ESTBarreiro/IPS.
Skills
The Technical-Scientific Council is responsible for:
- Draft and adopt its rules of procedure;
- Review the scientific activities component of the ESTBarreiro/IPS activity plan;
- To decide on the creation, reorganization, or dissolution of IPS organizational units;
- To decide on the assignment of teaching duties, subject to the Director’s approval;
- To rule on the creation, modification, suspension, or termination of degree programs and to approve their respective curricula;
- To propose or decide on the conferral of honorary titles or distinctions;
- Propose or express an opinion on the establishment of academic awards;
- Propose or express an opinion on the establishment of national or international agreements and partnerships;
- Propose the composition of the juries for academic exams and competitions;
- Propose to the Director the establishment, modification, or dissolution of departments or scientific/disciplinary areas;
- Decide on the number of openings per course;
- To issue a statement regarding faculty members’ collaborations with other institutions;
- Approve the syllabi for the courses, as well as any proposed changes;
- To comment on the school calendar;
- To rule on the general rules governing enrollment, evaluation, promotion to the next grade, and the rules regarding precedence and statutes of limitations;
- Exercise the powers provided for by law regarding access to higher education and the recognition of degrees and academic pathways;
- Approve the composition of the selection committees for entrance exams to training programs, as well as approve the ranked lists for those exams;
- Carry out the other actions provided for by law regarding teaching and research careers and the recruitment of teaching and research staff;
- Prepare a report on the management of laboratory resources;
- To rule on all matters submitted to it by the Director, either on its own initiative or at the initiative of the competent bodies of the IPS;
- To elect, from among its members, its representative to the IPS Academic Council.
Members of the Technical-Scientific Council may not comment on matters relating to:
- Actions related to the careers of faculty members in a higher rank than their own;
- Competitive exams or tests for which they meet the eligibility requirements to be candidates.
